1. Unto thee, O God, do we give thanks, unto thee do we give thanks: for that thy name is near thy wondrous works declare.

2. When I shall receive the congregation I will judge uprightly.

3. The earth and all the inhabitants thereof are dissolved: I bear up the pillars of it. Selah.

4. I said unto the fools, Deal not foolishly: and to the wicked, Lift not up the horn:
Zah 1.21
Then said I, What come these to do? And he spake, saying, These are the horns which have scattered Judah, so that no man did lift up his head: but these are come to fray them, to cast out the horns of the Gentiles, which lifted up their horn over the land of Judah to scatter it. ;

5. Lift not up your horn on high: speak not with a stiff neck.

6. For promotion cometh neither from the east, nor from the west, nor from the south.

7. But God is the judge: he putteth down one, and setteth up another.

And the heavens shall declare his righteousness: for God is judge himself. Selah. ;Ps 58.11
So that a man shall say, Verily there is a reward for the righteous: verily he is a God that judgeth in the earth. ;1Sam 2.7
The LORD maketh poor, and maketh rich: he bringeth low, and lifteth up. ;Dan 2.21
And he changeth the times and the seasons: he removeth kings, and setteth up kings: he giveth wisdom unto the wise, and knowledge to them that know understanding: ;

8. For in the hand of the LORD there is a cup, and the wine is red; it is full of mixture; and he poureth out of the same: but the dregs thereof, all the wicked of the earth shall wring them out, and drink them.

The same shall drink of the wine of the wrath of God, which is poured out without mixture into the cup of his indignation; and he shall be tormented with fire and brimstone in the presence of the holy angels, and in the presence of the Lamb: ;Apoc 16.19
And the great city was divided into three parts, and the cities of the nations fell: and great Babylon came in remembrance before God, to give unto her the cup of the wine of the fierceness of his wrath. ;Prov 23.30
They that tarry long at the wine; they that go to seek mixed wine. ;Ps 73.10
Therefore his people return hither: and waters of a full cup are wrung out to them. ;

9. But I will declare for ever; I will sing praises to the God of Jacob.

10. All the horns of the wicked also will I cut off; but the horns of the righteous shall be exalted.

I will early destroy all the wicked of the land; that I may cut off all wicked doers from the city of the LORD. ;Ier 48.25
The horn of Moab is cut off, and his arm is broken, saith the LORD. ;Ps 89.17
